MANILA, Philippines — Parts of the Northern Luzon Expressway (NLEx) are impassable to all vehicles as of Wednesday morning due to heavy rains brought by Typhoon Carina and the southwest monsoon.
As of 10:30 a.m., the following are impassable:

- Marilao to Balintawak Southbound
- NLEx Connector C3 entry ramp
- NLEX Connector España Entry ramp
Meanwhile, U-turn slots are open in the following areas:

- Meycauayan Northbound (2 u-turn slots at KM 19+000 and KM 19+800 going Bulacan/Pampanga)
- Valenzuela Northbound (Torres Bugallon area and Mapulang Lupa – going to Balintawak)
- Balintawak Northbound (near Skyway Stage 3)

Typhoon Carina is enhancing the southwest monsoon, which is forecast to trigger heavy rains over many parts of Luzon, according to the state weather bureau.
